Endorsment from Greg Cebula Spotsylvania County Board of Supervisors – Berkeley District

Since being elected to the Spotsylvania County Board of Supervisors two years ago, I have become very concerned about the land application of bio-solids in Spotsylvania County. I have had some constituents make me aware of their concerns about this important issue. The Democratic challenger Ms. Toni Radler is attempting to exploit citizen concerns by making bio-solids an issue in the House of Delegates contest in the 55th House District. Unfortunately, the Democrat candidate Ms. Radler’s rhetoric on this issue falls far short of the facts when she claims that Delegate Buddy Fowler had done nothing about the bio-solids issue.

For the first time in years, legislation was introduced, and passed, that improved or attempted to improve, the current bio-solids laws, and Delegate Buddy Fowler was one of the leaders on this issue. Delegate Fowler introduced House Bill 1381 which imposed a fee on the application of industrial bio-solids. These fees provide a revenue source which local governments can access to pay for local environmental monitoring and he was also the “chief co-patron”, of a companion bill, HB 1364, which ultimately passed the House and State Senate and was signed into law! The Sierra Club and the Virginia Conservation Network supported Delegate Fowler’s legislation.

In addition, Delegate Fowler introduced House Joint Resolution 516, which required a Department of Environmental Quality study of the long term environmental impact of bio-solids, and co-patroned a more comprehensive “study” resolution, HJ506, that included input from the VA Institute of Marine Science, the Dept. of Mines, Minerals and Energy, the U.S. Geological Survey’s Toxic Hydrology Contamination Investigation Program, and VA Tech’s Department of Crop and Soil Environmental Sciences. HJ 506 passed the House, but unfortunately the House and State Senate could not come to a final agreement on this important resolution.

Finally, Delegate Fowler took the time to schedule tours of both the D.C. Blue Plains Water Treatment and Henrico County Water Treatment facilities so that I and some of my constituents could learn more about the actual production of Class A and Class B Bio-solids. I greatly appreciate Delegate Fowler’s efforts on this important issue and know that his commitment on this issue and to the people of the 55th House District is genuine. When you go to the polls on Tuesday, November 3rd, I urge you to vote to re-elect Buddy Fowler as our Delegate in the 55th House District.
